Generally no. If there was a special circumstance, say, a family history of hair growth related disorders that such a treatment would be highly beneficial towards the management of, that could be a special case, but I'd say no for an average situation where it's purely about the cosmetic outcome. However, teenagers should absolutely be allowed to receive the procedure with consent from both the teen themself and one parent. I'd even say just the teen themself once they hit 16.
