The US is a Corporate Oligarchy,or Corporatocracy, not an autocracy. Palps didn't hand the reigns over to private contractors, he was beholden to no one. He may have delegated to his governors, but 1) they weren't private corporations and 2) if they fucked up he'd have no problems force lightening them. Palpatine is much closer to someone like Augustus than Reagan. I think we Canadians mostly understand that the US is periodically overcome with paroxysms of insanity and we've mostly just learned to deal with it.
