If you're factoring in every possible qualifier, I stand to guess the next available option would have to be an absolute cesspool to offset the outright UN-nuturing and developmentally hindering environment she was subjected to. Not to sound like "that guy", but if the roles were reversed and she was a muslim immigrant child who was forced to wear a cross and not a hijab, eat bacon every meal, and was told the women of her culture were submissive chattel, the amount of uproar could be heard from orbit and people would demand to know why she was placed there.
