For example, DMC3 I think it was where NA Normal was JP Hard. Or Shinobi PS2 where the damage levels were adjusted against you (don't remember if you deal less or take more). Or how MGS1 only had one difficulty in Japan, which became NA easy.

It's a cultural thing related to death and failure. The US is a culture where trial-and-error is accepted and people feel rewarded for overcoming a challenge. The Japanese as a shame culture don't take to failure nearly as well and as such the games were adjusted for those differences.

apparently a pretty common theory on the jp side of the internet for this is game rental stores (which were not a thing in japan). That is, the US versions were made more difficult because they wanted to make people actually buy the game to beat it instead of just clearing it in a single rental
