Definitely Disc 1, I know there's more freedom and stuff to do in 2 but man... 1 is just so good. 2 has more weak points too.

-The plate falling on Sector 7
-Infiltrating the Shinra building
-Crazy motorcycle chase
-Kalm flashback
-Jenova BIRTH fight
-Cosmo Canyon
-Gold Saucer date
-Temple of the Ancients
-Aerith dies and Jenova-LIFE fight

Disc 2 highlights:

-Jenova-DEATH fight
-Cloud gives Sephiroth the Black Materia
-Escaping from Junon
-Acquiring the Highwind
-The Lifestream Dive
-The truth about Zack
-Fighting the Weapons
-Return to Midgar
-Fighting Hojo
-Cloud and Tifa under the Highwind

Disc 3 highlights:

-Uh, the end of the game

I think Disc 2's got more really strong sequences, and I tend to judge things by their peaks more than their valleys, so I'd lean 2 over 1.

Disc 1 is boring after Midgar for a very long time. Disc 2 however is very good the whole way throughout.

Went with 2, but I like the post-Midgar stuff of 1 quite a bit. Not too fond of Midgar itself otherwise Id probably vote 1

No one said it's bad. It's just that disc 3 is basically only the final dungeon, so you can't evenly compare it to how much content is on the first two discs.

I'm not sure what songs Disc 1 has that Disc 2 doesn't. Aerith's theme is the big one, I guess. Oh right, there's "You Can Hear the Cry of the Planet," too.

Disc 1 by far. Not that Disc 2 isn't great either but Disc 1 is the greatest creation in a media's existence to date.

Disc 2 pretty easily... maybe just cause i'm so bored of Midgar at this point but I just think the game hits a higher gear from the first visit to the North Crater onwards

Imagine your shock as a first time player coming out of the sunken plane and seeing a big thing just floating there, having no clue what it is, and then running into it.

Probably Disc 2 then. It has the resolution of Cloud's story, which admittedly wouldn't work without the buildup starting on Disc 1, and I like optional bosses that make you strategize your build.

Seriously? How long does disc 1 take you and how long does Midgar take you? A third sounds a lot more accurate to me (like 6 hours for MIdgar and 20 hours for disc 1?).

20 hours is like 2/3 of the game

you don't need 20 hours to beat disc 1 unless you're grinding for 10 hours >_>

I was thinking like 4-5 hours for Midgar and about 12ish hours overall.
