After my sister's boyfriend came over here the smell is all over the house to around the porch. It smells worse than an cigar or rolled cigarette. It's so disgusting and neither smoke cigars either. It sorta smells like burnt or smoked coffee now that I think about it

I think I've smelled it before but idk

That sounds like a black and mild. Pipe tobacco in a cigar thingy. Smells like coffee.

It's easily twice as harsh

I asked her and she flipped out about how she wasn't allowed to burn incense and stormed off

Prob a boy doing drugs and covering the smell with this?

Sounds like meth or something. Haven't smelled it but I imagine it be soemthing like that. But your sister saying it's just incense makes it more sus.
