He said the reason there was no FF in base KH3 was because he was just using FF as a crutch for the series to gain momentum back at the start, but now the series can stand on its own so it doesn't need those characters anymore. Which is a silly reason because those characters are already established in the story and them being conspicuously absent just feels weird -- plus, fun crossovers is, like, half the entire point of the series. That said, it's obvious he's just trying to do Versus 13 in his own wacky way, which is going to end up just being tangentially Final Fantasy as well.
