I dont think its a money issue. Its a planning and logistical problem. We can sort it all out if enough people focus on the goal.

It's not so much an issue of not enough people focusing on the goal as it is a relatively small handful of people shooting that those that do try to focus on the goal and stealing the food for themselves. There are a great many dictators that rely on their people starving and dependent on the few meagre scraps they hand out to maintain their power, and they don't like the idea of outside parties delivering them food and/or helping them become self-sufficient.
