The problem is that they make throwaway films because they're public domain characters, not because they actually want to make a lavish production. The Kevin Costner Robin Hood wasn't as good as it could have been, but there was effort put into it. The other Robin Hood movies since have been attempts at cash grabs. But you can't do a cash grab with a character that nobody owns.

If you're going to tell a story about a character in the public domain, it had best go all out and give that character their own voice. Like what the Disney movies do.
