You are not being grumpy. However, it is impractical to stop them because it takes them no effort at all to do this but take much effort for you to do that.

Does it actually bother you. If yes, then politely ask for them to keep their dogs on their lawn. If not, then don't.

That said, I would not be comfortable with unleashed dogs running on my property.

Honestly, I'd put an early stop to it. Let them get away with it once and it's likely they'll think they can do it whenever they want, and then you have to deal with the inevitable lawn damage and piles of poop when the dog thinks it's part of its territory.

There's also the issue of potential liability if any of your neighbors or the dog should get injured on your property.
