Overall deepest/most developed not sure. Xenogears sure, but that was top heavy. Maybe FFVI overall. Sadly, the longer the story went on, and the more the MC and main plot came into focus, they lost their time to get the build up and focus they needed, getting demoted to flat slates with a single catchphrase. The new cast in 3 & 4 were then just going full trope.
