I thought Pokemon lore stated that Cubones got the skulls from their mothers. A Charizard wouldn't be a mother to a Charmander. At least I don't think that's how it works in Pokemon...

i thought cubones were their own species and they don't become fighting pokemon until their mother dies and they take its skull and bones.
