When a meme says "POV" that's calling out that the perspective of the camera in the video is that of the following text. So the Biden Twitter manager is trying to follow up this previous tweet https://twitter.com/POTUS/status/1771613050342191150 with a meme version. But the Biden Twitter made a mistake that some people do which is not understanding what "POV" means. They accidentally used it thinking it just means "the following is a meme". The idea that they intentionally tried to say the viewer is the one who believes healthcare is a right etc is, IMO, just giving the account manager too much credit.
