He was aware of the abuses of children in Hollywood and so he setup Neverland Ranch to essentially be a sanctuary for kids in that space. His actions with young people are reminiscent to how other kids interact with each other when young, including the inappropriate things. The difference, of course, was he was a wealthy and famous adult, stuck with that level of emotional maturity. That speaks to intention, in my opinion, but that obviously does not excuse actions.
