After reading up on it, I don't think I like it;. the main thing the bill is doing is moving from a first-to-invent system to a first-to-file system of granting patents. It seems like it could have a lot of unintended consequences.

You should still call the school and say you're an alumnus and want to attend.

They will probably say no, but there's no harm in trying to personally be in the same room as the President.

I don't really get this. How does the government determine first to invent aside from who files a patent first?

I think in general the first party to file usually will win in such a lawsuit, but records (such as lab notebooks) are typically kept (at least, I know they are for drug development; I don't know if this is the case for, say, software patents), which can show that company A did in fact develop a product before company B.
