Doesn't look like a 360 version is happening. The TecmoKoei E3 page had it listed for both PS3 and 360 earlier today, but I guess they fixed that mistake (http://www.tecmokoeiamerica.com/e3/).

Confirmed:
- New character Xu Shu for the Shu Kingdom; he's the guy that introduces Liu Bei to Zhuge Liang, but I don't think he does much after that other than defect to Wei and kind of disappear
- CAW is back, and supposed to be much improved over 6E's CAW
- Weapon switch mechanic is back from 7/XL

Rumors:
- No English dub
- PSN download only (like Warriors Orochi 3)

No English dub is what would cause the game to be a PSN download. SCEA has some weird policy where games with Japanese dubs can't get a physical release. They'll make exceptions for games like Yakuza (and Record of Agarest War for some reason). That's what happened to Warriors Orochi 3.

WO3 not getting a dub was understandable, since there are a ton of characters and a ton of dubwork would have needed to be done and since that game was more of a risk to bring over. But with the 7 series already two games in with full English dubbing, it would feel really awkward to suddenly be listening to everyone blabbering on in Japanese.

Nothing's been confirmed yet, but I have a feeling Koei is too willing to err on the side of caution when it comes to production costs. The strong sales of WO3 despite no English probably didn't help, either.
