Seriously just put a drain on the bottom and it's all set. It's all liquid anyway. That'd save so much water if all urinals converted to those drain-only ones I see sometimes.

Have you ever tried to take a piss in the urinals in Penn Station in NY? All urinals would smell that bad.

flushless urinals are a thing and they're exactly what you described -- a urinal with a drain at the bottom and no flushing mechanism.
