Because it's superior to fondling or groping, but also has none of the preparatory steps associated with anal like needing lube or cleaning out beforehand. Good for the heat of the moment.

As a man who likes receiving oral, I view it mostly as a matter of reciprocation. It's not something I enjoy in itself, usually. I assume that's how most straight guys are about going down on chicks.
