One is using a mouse and keyboard, which is for shootin faaaar superior than analog stick on a controller. Woukdnt most pc players slaugther console players in a match?

Yep. Microsoft experiments found that pro console gamers would get destroyed by mid tier PC players.

Gears is less about aiming and more about movement in the metagame so crossplay works better there than, say, Halo. Gears 4 players on Xbox also get aim assist (although there is very little in Gears) and can choose whether to match with PC players or not.
