Like a is it possible for a sea creature to evolve their intelligence and starting to build their own civilization with buildings, machineries, or even electricity etc.
Afaik, it is so fucking hard to build something underwater that is more complex than a cave or simple nest. No. One big problem is that hands like ours are very unlikely to evolve in marine animals (the closest are Octi tentacles). Human hands were very important in the evolution of human intelligence.
