Rosenstein declined to comment on reports that Mueller is using a grand jury in a court in Washington to aid in his investigation but he said that such a step is a routine part of “many investigations.”

“It’s an appropriate way to gather documents, sometimes to bring witnesses in, to make sure that you get their full testimony,” Rosenstein said. “It’s just a tool that we use like any other tool in the course of our investigations. “


is this true? I thought you only bothered with a grand jury when you were ready to start the indictment process.

Yeah, but my understanding is that when they don't bring indictments, they still conducted hearings and heard testimony and decided there simply wasn't enough to indict. The prosecutor that impaneled it was still looking for an indictment, or at least wanted the grand jury's decision on the matter. Rosenstein is talking about them like they are routinely impaneled to help with many investigations and it's not indicative of anything yet.

Idk if I buy that. If Mueller thought it would be a waste of time to bring these people in, he wouldn't have done it.
