DC Grundy first appeared in a Green Lantern comic, if I'm not mistaken, but has never really been tied to a single hero's rogues gallery. He's fought pretty much everyone. Basically, since he just comes back anyway, nobody feels bad about killing him, and since he's at a vastly different power level every time, any hero can have a tough fight with him and come out on top.
