Basically, Charlemagne was conquering territories left and right in modern day Germany and France and imposing Christianity on them. Later on, the Pope spontaneously announced it a 'Holy Roman Empire' and him as its emperor.

I'm not too well versed on the topic, but I'm guessing it was either capitalizing on the Roman name, or perhaps has something to do with the Roman Church?

The Byzantine Empire at the time was the Roman Empire. They were being nasty to the pope so he made his own Roman Empire with blackjack and hookers.

Yeah. At the time if you said "Roman Empire" or even just "Empire" I believe you were either referring to the HRE or BE.

On the subject of it being Roman, for a long time the German King was not considered Emperor until he'd been crowned by the pope in Rome. That eventually changed.
