Net neutrality absolutely applies to mobile data, at least as a concept. I don't know what kind of convoluted regulation the US actually has on the matter, but Videotron in Quebec got in a lot of shit for this.

The term you're looking for is zero-rating data, and it's forbidden under Canada's net neutrality regulation.
