Me and roommate have two separate rooms. Would it cost more electricity to use the central air to cool the whole apartment, including living room, when we only need it to cool our two rooms at night? Or should we use our separate AC units?

Say it's 90 outside. The central on energy saving mode will turn off and on to stay at it's set temperature. Set it at a tolerable 80-85. Then the room units can be set to preference like 72.
