He could be a TV character, or film character, or webcomic character (that would be much cheaper and quicker). In every episode of his thing, he would fail horribly at something. Employment, the opposite sex, friendship, etc. He would be a complete disgrace. He would never succeed, no matter how long his show / series of films / webcomic ran for. The purpose, of course, would be to make people viewing feel better about themselves, and their numerous failures.

See? This could be a smash hit. Perhaps a webcomic would be best, partly because it would be easier to do than the other stuff, but also because people who just hang around on the internet for hours a day fail more than most people, and need the comfort.
