Yeah, i mean he has notes and outlines and stuff up to the ending, but writers sometimes tend to be trapped in a feature creep equivalent of a book. He try to expand some stuff, then check for consistency, which in turn spur the desire to expand another part and it became a cycle in which become a jumbled mess that will habe to be retconned and piss fans off.

And since teh work already taken so much time and effort, he is trapped in sunk cost situation, where as long as it is unpublished, you can still threw it all away and stick to the original plan. But so much time has been lost, to throw it away means throwing the last several years of his life, etc.

Plus with the work on TV series, if he is still involved at all, winds of winter will never come.

He knows how it ends but did write himself into a bit of a corner getting there. Plus, he's honestly probably burnt out.

I mean, he's under no obligation to finish it. If he can't do it to his satisfaction maybe he never will.

I think the problem is that he knows exactly how it ends, and so do the showrunners, so Martin is taking a backseat approach where he waits to see what fans like and hate and then changes the book based on that. The issue will be that if the real ending is the only satisfying way to do it, he knows no matter what he will disappoint his book fans and that may be why he seems to have no motivation to write.

Both Sanderson and Martin have stated this is never going to happen, and it would be terrible anyways.
