You need to get enough people to gather, and then they usually meet in some place before they can afford to build a church. One church near me used to meet outside of a grocery store. Another got started by gathering at a bowling alley. There's a certain point in which you can call/write HQ and go 'hey pal we're ready to get an actual building'. I'm not 100% sure how it works, but I think whatever money you get is loaned, moreso than straight up donated to your church. Could be wrong on that one, but that's how I recall being told. The first church I was a member of was, imo, a cult. They met in a converted warehouse. My pastor fumed once about liberal churches getting pretty church houses while he had no choice but to build his there.
