It depends on the fish. Fish like tetras for example need to be in a school of five or more of the same type of tetras in order to keep stress free and healthy. Like if you have neon tetras you would need at least five neon tetras in a tank. Some individual tetras are known though to school with other tetras and actually be fine but this is not a common occurrence (like three neons schooling with two albinos). Goldfish actually aren't meant to be in a tank by themselves, they require a "friend" as well and can become stressed out and lonely without another goldfish present. Betas and Pearl Dwarf Gourami's though are more of a shy fish and can be kept in a tank all by themselves and be quite happy, although the Gourami will need a very well planted tank (a tank with live plants not plastic).

Sometime this year my mom had to pry one of the fish out the bigger fishes' mouth so they both didn't die. So probably not.
