Probably because he's not dumb. It was just an act to make him seem more relatable to blue collar Americans, and it worked it solidified that demographic for the Republicans ever since

The Clinton Administration

Democrats who grandstand on Iraq are the peak of hypocrisy. Clinton literally restarted that conflict to divert attention away from a scandal. And if Democrats don't care about that, they have no right to care about what Bush did with the same info.
