That's exactly it. The way it was marketed + its confusing name made casual gamers and non-gamers believe it was just a tablet add-on for the Wii, instead of a full-on upgrade. Additionally, in the years since the Wii's release, smartphones became more and more widespread, so casual gamers moved on to those instead.

Fatal Frame V
Yoshi's Woolly World (apparently, it's much better than Crafted World)

Also, Splatoon 1, if you want to play through its story and use the--to be frank--more fun and more OP Super Weapons.

I worked at GameStop when the Wii U was released, we had FIFTY of them in the back, sold 1 the entire holiday season

Black Friday 2012 I was working 11pm-11am, we had 4 people working that night, and had no customers at all, we had a TV we borrowed from the Rent a Center next door(to try to sell this piece of shit) and we hooked up some New Super Mario Bros U and played that all night

Nintendo could have salvaged it into a decent "secondary" or even "tertiary" system, had they not forgotten the lessons from 3DS somehow.
