Depends on how you define conservatism
If you define it as "supports Donald Trump" which is all the conservative movement seems to exist for these days, then I'd say West Virginia or Alabama If you define it by an adherence to socially and economically conservative policies and a history of electing conservatives and Republicans then I'd probably say Texas, which hasn't elected a Democrat in any statewide election since the 1980s IIRC --- Not removing this until Mega Man 64 is released on the Wii Virtual Console.
