If my landlord's gates are shut when I walk in, then I'll go somewhere else where they can be opened. I think of it like a public restroom. I want to go outside, get something to eat, and come back inside to close up shop. The gated communities have become the opposite of a public restroom. I'd be lying if I said I have never had the misfortune of having a neighbor who can afford to get in trouble, especially if you've ever had any dealings with them. There are times when you can just call a neighbor and be told to call the police, or that you need to report a nuisance, or that the police will be out soon.
