If the government can prove beyond a reasonable doubt the video kills who watches it can they charge the uploader with murder?

probably not
there have been a few people who have tried to sue god/the devil and it never worked, so i assume same principles would apply

Possibly? Some people have been charged with assault for purposely sending epilepsy-inducing videos to people, so if you are making a video that you know will kill/cause harm to others, then yea, seems plausible

there's a horror movie that came out a year or two ago, where *spoilers for end & name of the movie* Truth or Dare, where the two survivors put the truth or dare thing on YouTube so that they might have a chance to live longer

They could try, though they'd still have to prove all the usual elements of a murder charge, including proving that the video actually caused the deaths of the victims. That might be a tall order.

Just about anything can be a murder weapon; there doesn't need to be a specific law stating that it's illegal to use a particular thing as a weapon. You only need to convince the court that it functioned as such.

It would never go to trial. They would love to get their hands on something like that. Gotta beat those dastardly ruskies to the punch, after all. Nah. Youd be a lab rat the rest of your life. No trial necessary.
