Apparently, this is quite a common phrase / figure of speech in the United States, but I've barely heard it in the UK (or the British equivalent, Henny Penny).

Ive never heard it in the states either but this country is big enough different areas have their own culture.

No, it's someone who's fearmongering over nothing. Chicken Little is a story about a chicken who is convinced the sky is falling when an acorn falls on her head. She goes to warn the king, encountering other animals along the way. Even though she doesn't have a single bit of evidence, all of the animals believe her when she says the sky is falling.

Until she gets to Foxy Loxy who tricks her and all her gullible-ass friends into his den where he eats them all.
