I mean, I know it's a surname, but can it be used as a first name? Is there anyone famous with it as a first name?

Hold on. I thought it was a male name?

So, is it gender neutral, or female only?

it's one of many names with a political history that have become first names for girls. Regan and Kennedy are two more examples. and, in America, there's dozens of male names that become androgynized. Pretty much any male name you can think of.
