Welcome to the King of Fighters 2020 (NOT MERCS) Simulated Character Battle Tournament!

The game is simple. The two* listed characters are placed in an (imaginary) location with a variety of (imaginary) environments, kind of like a picture in a child's schoolbook that describes different types of geological features. Within a ten mile radius, there is an (imaginary) urban downtown, exurbs, plains, snow-clad mountains at the edge, dry plains, etc. Fighters start wherever is most appropriate for them, but feel increasingly compelled to seek out their opponent and fight. Strong-willed fighters can try to hold out in their chosen environment for longer... eventually, all will succumb and actively search for the other to battle.

To participate, just vote in bold for whichever character you believe will win. Giving reasoning is optional, but please be polite and read what others have said and carefully make your decision. I'll ping the nominators (they can opt out) to give arguments if they wish.

TODAY'S PARTICIPANTS:
9S (Nier)

Despite his limited explicit offensive functions, the android 9S still packs a good punch due to his superior physical attributes

vs

The Liquidator (Darkwing Duck)

A being with power over and composed of water, The Liquidator can transform his body as he pleases with great versatility

I'm not familiar with Nier, but Liquidator is pretty ridiculous. Like "Has total control over water, can boil the water in your body and part the ocean if he wants to" ridiculous

Ironically he's also really easy to beat if you're clever enough to trap him in concrete mix or the like, but in a straight fight he's nuts

The most impressive thing about 9S is his hacking ability. It ranges from "can mind control any robot next to him" to "he can project his consciousness into any machine nearby just before his death, and transfer his consciousness to any machinery in sight, hot-swapping until his consciousness is totally wiped out". He may also immediately detonate any mechanical object within sight.

In addition, 9S is significantly more reliant on his flight unit, to the point where it's included in his Final Fantasy XIV raid/cameo. If you are familiar with any bullet Hell, it is very similar to Ikaruga, but able to turn into a small robot with swords. These are capable of orbit-to-land travel and can very easily be seen here (trying to link videos with the least amount of Automata spoilers. This is late-game, but it demonstrates the flight unit in all perspectives well, just drop out after 10:30)

https://youtu.be/BoOZGWV27-k

Additionally, 9S is followed by his pod, which allows him to have:

-Protective shields against both projectile and melee attacks (up to and including massive lasers and chainsaw arms the size of buildings)
-After-image decoys
-A time slow field
-Healing
-A gravity well that attracts those in its radius toward its epicenter
-Ultrasonic waves to scout out hidden items and enemies
-Lots of lasers
-Constant gunfire or missiles entirely separate from his person and consciousness.

And yeah, you can jump in the water in Nier. Your pod has to rescue you, but it's not like he can't, say, stand under a waterfall without short circuiting.

I suppose the question comes down to "how quickly 9S can find an environment suited to his skillset"? Which should not be difficult based on his sheer movement speed. At this point, 9S's hacking ability is unprecedented - he does not have to be able to touch an object to hack it, just be able to see it, AND is able to perform any major hacking in seconds (Automata slows time during 9S's hacking, rather than strictly freezing it, so he is essentially hacking in what would be considered "bullet time" to most others). The more time he has to plan, the stronger he can become.

I don't see how hacking is really gonna help 9S out here. There's not gonna be many quick solutions in the environment he can hack to get the edge on doggy. As far as I can think, any solution he can think of would need to be planned in advance anyway. Swapping consciousness would be useful, and I bet he would have the willpower bonus to choose the general fighting environment to something conducive to this.

However, unless the Liquidator is real dumb, I don't see how 9S could really deal with him before getting stomped. It's pretty close to a counter to 9S. In terms of his weapons, lasers won't work (dog can make steam to avoid the energy), guns won't work at all, gravity could be dealt with easily, missiles will probably do little. His body has some waterproofing, but being able to swim or deal with rain is a whole different story than pressurized blasts of water that can be controlled. He can swap bodies... to other electronics which likely have much less waterproofing and can be broken with indiscriminate waves.

Unless somebody can sell me on feasible traps that 9S would think to do, I'm going Liquidator

so how do you beat the Liquidator

I get "trap him in concrete mix" but suppose there isn't a convenient bucket of concrete mix nearby, what would you do (in theory, doesn't have to be 9S)

He's basically a much smarter version of Hydro-man, so whatever would stop him would probably work

Isnt that vaporeon?

Is Liquidator susceptible to electric based attacks because that tends to be a common weakness for ALL water based entities. If so Im sure 9S could find a way to have all electrical appliances blow up or project electricity maybe.

Nah, Liquidator is not vulnerable to electricity. It's more along the reverse lines that electricity is vulnerable to him (as in got sponged, got tossed into megawott, and then bzzzzt) The question is how long 9S can survive after figuring out what Liquidator is, because there's probably an answer somewhere in the world, and where first contact is, because if it happens near water, that's very quickly a one sided battle.

Liquidator from the sounds of things. He can be beaten, but you won't do it with firepower (how do you shoot water)
