iirc, they worked on RDR2 for eight or more years, and they dedicated pretty much all of Rockstar's personnel to the project

with Ubisoft, on the other hand, they have yearly releases, and sometimes more than one project a year.

RDR2 uses some newer tech and was a studio focus for almost a decade

valhalla is a yearly incremental upgrade over the engine they've been using since at least origins

Yeah that's the basics here. Also, GTA online is a money faucet that even Ubi's better selling titles can't come close to, so Rockstar has the ability to fund a single company-wide effort for the better part of a decade, whereas Ubisoft needs to keep the treadmill of new releases running.

if ypur concern is only color palette then yes, but the models, textures, lightning doesn't look that much different from their previous games
