Why The start of the article says why, and I guessed it was the case before even clicking: The Trump administration believes the new moves will leave the incoming Biden administration boxed-in. Just sheer pettiness, trying to leave things in as bad and chaotic a state as he can on the way out, so Biden has less time/effort to expend on actually enacting his agenda. It's fucking sickening.
