Some have been trying to shift the capital to Anchorage for years

I think the capital was picked back before Anchorage was a booming town maybe. And at the time all of Alaska was remote and you needed planes and boats regardless so they didn't think about it too much

Many capitals are chosen for a combination of social, geographic and political reasons. Juneau is located to the extreme southeast of the state in an archipelago close to the lower 48. It was surrounded by ports and easily navigable from California. Back then, there was an international race to control the Pacific trade so the American Government probably wanted Alaska to be reached as quickly and usefully as possible to secure their western and Pacific foothold.
