The first panel lets you know Togashi's technical skill is not in question. He just...doesn't or can't draw like that all the time, likely owing to his back problems. Also, the current arc is becoming notorious for having less art and more text.

No, the guy already finished a long ass shounen series in Yu Yu Hakusho, a lesser known series in between, and already did like 150ish chs of HxH by that point. He's just old and too respected for this to actually become a problem

Also his art has improved in the latest Prince arc

The only time his art suffered significantly was in between Chimera Ant arc and Election arc. Unfortunately most people only watched the anime then jumped to the manga right after Chimera Ant arc, so what they saw is only the s***ty side of his art.
This was also during a time when he had bad health issues so I dont blame him for taking the lazy wayout

To anyone who thinks low of Togashi, go read his Chimera Ant arc. Seriously.

That was peak art potential he was showing right there and then. I especially love how he draws such varied characters and the way he uses panels to allow readability is very skillful.

Only manga readers who read HxH from start to end will understand the kind of expertise required to write such a behemoth

Only parts of it are shittily drawn, most of it is decent to great art and everything gets touched up for the volume releases as pointed out.
