Oh sure. It's a far deeper issue that 90 minutes a year doesn't solve. That's just an example.

Establishing a safety culture is so key early in a business' life if you want results. And you can't just say "hey safety consultant, you do all of it good luck". You need buy-in at the management level.

my work has a great safety culture, which is something that also brings the rest of the company together as something to grumble about
it's built into our incentive structure and everything so it's a win-win where people stay safe and we get bonus paid for doing so
we had a fatality in year 2 of the company that really rocked things where we thought things were up to a standard that they just weren't
it was a subcontractor for a contractor fatality but was still enough to cause a management focus

The sad thing is that oftentimes it takes something serious like that for a company to turn it around.

it's a strong eye opener
the company had only existed for two years and we had drilled a couple hundred wells at that point as well as frac'd them so business was hot and heavy and we didn't have any strong reportables of note
then it was like boom huge mistake where a young guy did something really really basic that he shouldn't have and was basically killed on scene
the subcontractor had subpar training and didn't even attempt to help the kid with common sense
lawsuit and all so it got the company on lots of angles
company was brand new so there was lots of ability and awareness to really highlight it as a watershed event and that it wasn't the way we would do business going forward
