Knowing what is going on in your city is decently important. Your city isnt so important that relatively important things make national news.

Local newspapers though? Nothing really outside a select demographic

I'd say people should pay a lot more attention to their local news anyway. Everyone gets so worked up about Fox or CNN but has no idea what's going on in their town.

It should be to investigate local businesses, schools, politicians, and other institutions that shape local life.

In reality, it's all about murder, rape, robbery, and the occasional cute puppy.

It's no wonder that local politicians get away with not changing anything because the only news people get at this point is national.

They're a good avenue for local businesses, events and charities. Also obituarys are much much cheaper in a small newspaper.

Also civic notices like building permit hearings, zoning changes, proposed construction, etc. All useful info if you want to know what's going on around you.
