I've heard variations of this being talked about by rednecks in bars and such, and they actually have an answer to this, at least they think they do.

Require a high school deploma to obtain a gun permit, GED's being barred. Should that not "get it under control" as I've heard it put, require a college diploma because, quote, "I'd be fucked but at least my kids would have guns".

Never heard them try to figure out how this would work with the second amendment, but you don't eavesdrop on rednecks to find sage advice, only a good laugh. Though, it might actually be worth seeing happen, if only for the complete mindfuck of watching conservatives fight against the second amendment, and democrats fight for it.

The law banned the carrying of loaded weapons in public.[9]

So three Republicans, three Democrats as co-sponsors, passed Dem controlled Assembly and Senate, then signed by Reagan.

Literally both sides, hm.
