Anybody who's been harping on this for over a decade has already played the fan translation. The only reason to release it at this point is for the new generations of 10 year olds to play it. And it's not like we need nintendo to localize it so they'll start acknowledging its existence/legacy. Because they already HAVE been acknowledging its existence.
