Each syllable is a single character there so they just reversed the order. It's not quite as dramatic as Tonwashing.

A better example is London / Donlon

Yeah, but America is weird with St. Louis both being a city in Illinois and Missouri. Same with Kansas City in Kansas and Missouri.

IIRC its mostly a transliteration thing. If it was transliterated with the long vowel spelled out it would be Toukyo and Kyoto. Completely different.
