Other than native speakers of course.

I've heard a few Dutchmen speak English and they sound so natural, I'd believe them if they said it was their first language. One guy I knew didn't even have accent.

Compare this to other nationalities who are more mixed.

I googled it, because the few times I've heard someone speak in Dutch, it kind of sounded like English, and this came up:

I have heard Swedish hockey players in interviews, and I've heard many that have no accent. Same with Danes

English is very commonly spoken and taught in these countries at a young age so many Dutch and Swedish people nowadays are half native with it.
