But when I replayed them both again last year I prefered Skyrim

While Skyrim has a lot of dull content I feel like the dull content is still fun

to me satisfying movement mechanics are what make open world games good or not, not a giant amount of empty dungeons and landmarks aka "content"

until bethesda learns how to do that they will forever be a below average developer

Bethesda just fills a niche that no other company really tries to approach. If they had any legitimate competition, their games would be considered rather bland and uninspired by comparison. Heck, the writing in Skyrim and Fallout 4 WAS really bland and uninspired, and the gameplay certainly got streamlined significantly from earlier entries in their respective series.

GTAV? San Andreas? RDR? Rockstar took the crown from Beth, now R* are the open world kings. Or are we just talking fantasy RPGS? Off the top of my head there's the New Vegas, The Witcher 3, Dragon's Dogma, just to name a few. Bethesda open world games are crap these days. Always padded with shitty radiant quests, bugs, terrible animations, paid dlc, awful dialogue systems. I hate what they've become. They make me sick.

The games you mentioned are Open World but none of them are really designed to compete with Bethesda games.
