I have this cat named Pouncer. He's a bad ass. Even though I want him to be an indoor cat, my nephew constantly lets him outside, and he goes hunting for things like birds and gophers and crap. He spends about 40% of his time outdoors.
Anyway, today when he came home, he was clean. He smelled like he had just been given a flea bath. He's been apparently going over someone else's house and essentially lives at my house and someone else's house.

find out who it is and tell them to stop and that it is your cat
i had outside cats my whole life until the last one died this year, and some people just don't seem to "get" that they are outside animals and probably assume it is a stray.

I have two other cats. One goes outside from time to time (again because my nephew lets it out). She doesn't go anywhere. Just stays in the yard. My other cat is a kitten named Elsa. She' just stays inside because she's afraid
