To Link, Ganon is not a rival who shows up now and again to cause trouble, but more of a monster or a force who breaks free of his confinement, and it falls on each Link to acquire the skills and tools necessary to set things right again.
Ganon, erstwhile, is always the same character, differences in form and sanity not withstanding. Link is not his rival because, as stated before, it's never the same Link. The Link Ganon faced last time had long since passed away, and the Link he now faces is some new kid who just resembles him and has the same name. Sure, it's got to be playing with his sanity, but that doesn't change the fact that Ganon is facing a different Link every time.
At best, Ganon has a rivalry with the Links as a group, not any one Link individually.

Ganon and Ocelot are pretty much the same. He gets twarted by the snakes as a group and is only interested in the younger snakes because they follow in the older snakes footsteps. If Link/Ganon is a rivalry then Snake/Ocelot, encompassing all incarnations of Snakes should count too.
